Is it possible to get all non-elite skills from quests?

just a simple yes or no question.

hmm you can get a lot from quest if you do them all, but all? i dont know.

Not to my knowledge. I'm pretty sure all of the skills at the outposts can only be bought.

some of the skills you can buy can be obtained through quests, which is why I do quests first before buying them. Can save you a pretty penny and that nice skill point.
